Is it heavy enough for outdoors?

Yes, it's definitely heavy enough for outdoors, it's still in the garden in the same place where it was placed and despite heavy rain and strong winds it looks as good as new, bought for my husband (who is really hard to buy for and doesn't like cheap garden ornaments) and he really likes it, highly recommend.

can this bearded dragon be put on the wall

I don’t think so. I bought it as a present for my niece and it is lovely and very lifelike but it’s quite brittle, not plastic so I wouldn’t advise trying to put it on a wall unless you have a branch to act as a shelf to support it and be careful how you attach it to the branch. It is very lifelike though. My niece had a live one which sadly passed away and that’s why I bought it for her.
